Add in-app notifications

We need a system to notify users when actions have been taken relevant to their account. e.g.

• A forecast is shared with you

• A collection is shared with you

• New data are available on a model (perhaps you can subscribe to model changes so we avoid spammy notifications when ‘anything’ updates)

• What else?
